Gulu City Council Cracks Down on Street Vendors, Kiosks

Gulu City Council enforcement officers, together with security agencies, launched operations on Monday, March 16, 2026, to remove street vendors and kiosks in Gulu.

The crackdown follows directives from Ben Kumamanya, Permanent Secretary of the Ministry of Local Government, ordering local authorities nationwide to enforce licensing laws and remove illegal trading from public spaces.

Kumamanya's March 10, 2026, address to Chief Administrative Officers, City Town Clerks, and Municipal Town Clerks outlined a plan to reclaim urban spaces and restore "trade order". 

The directive aims to address unlicensed street vending, informal settlements, and unplanned structures overwhelming city streets.

The operation targets vendors operating on pavements and sidewalks, aiming to decongest the city, remove illegal structures, and improve cleanliness. 

Traders must comply with the Trade (Licensing) Act, Cap 101, holding valid licenses and operating from designated areas.
