Kitgum CAO, 14 Others Arrested Over Swindling Shs526 Million PDM Funds

The police in Kitgum have arrested, the Kitgum Chief Administrative Officer (CAO) and 14 other technical staff for allegedly swindling of the Parish Development Module (PDM) Funds.

The suspects includes Joel Musisi, Stephen Omwony Lakwonyero, the Principle Personal Secretary to CAO, Alex Opira, the Principle District Commercial Officer, Michael Ogweng, the Senior Probation Officer, Alfred Omwony, the Production Officer, Gaudensio Ogal, the Community Development Officer, Christopher Kilama, the senior district planner and Alfred Kinyera, the District Veterinary Officer.

Other are Barnabas Opiyo, the District Entomology, Morris Atwom and Nyeko Paul, both Commercial officers, Phillips Onekalit and Samuel Komekech both drivers and Juliet Akello, an office attendant in the Production department.

The team led by Jovrine Kaliisa, the Deputy National coordinator PDM, says those arrested allegedly misappropriated UGX 526 Million out of the UGX 745 Million advance to Kitgum district local government in the 2021/2022, financial year.

William Komakech, the Kitgum Resident District Commissioner, says he had earlier on given one month to CAO and his staff to refund the money in vain.

In July, government indefinitely halted the implementation process of the Parish Development Module in Kitgum district citing unguided spending of PDM funds.
