Majority of clan leader who are attending the three-day Pan Acholi convocation dubbed “Gure me Pongdwongo” are demanding the Uganda chief Justice his lordship Alfonse Owinyo Dollo Chigamoyi and Uganda minister of justice and constitutional affair Norbert Mao who are Acholi children to permit them punish some of their errant subject through canning.

Komakech Charles Latigo the chairperson of Padeng clan in Kitgum district says if they are permitted to Cain their errant subject, it will empower them to direct their subject on the Dos and the Dons of the particular clan.

Komakech say some of the clan member when given a lighter punishment by beating as stipulated in the clan’s constitution, they rush to police who later come and pick the clan leaders something he notes is frustrating the effort in taming the errant members of the clans

Article 24 of the Constitution of the Republic of Uganda provides for freedom from torture or cruel, inhuman and degrading treatment.

The three-day Pan-Acholi convocation commenced on Wednesday and is ending today where a number of resolutions from the meeting will be implemented majorly by clan leaders.

The assembly aims at restoring Acholi lost glory by strengthening the cultural heritage of Acholi, uplifting education and leadership among other sectors.

The initiative is being spearheaded by Alfonse Owiny Dollo and Dr. Olara Otunnu
