Sharon Giramiya, the Vice Chairperson LCIII of Owoo sub-county and Rubangakene Stephen, the health and Education secretary of the sub-county have reportedly resigned their executive positions respectively over an issue they described as sabotages.
The duo told Favor FM in an interview that they opted to resign their position due to poor leadership and accountability exhibited by Owoo Sub-county LCIII chairperson Mr. Richard Okumu.
Rubangakene Stephen, alleged That Mr. Okumu does not want to hold regular meetings with his executive, accusing him of twisting the council and executive resolution. Citing example where sub county resolved to lease only 6 acres of land to Good partners, one of the development partners in the sub county but it has been changed to 7 acres something the aggrieved councilors he says doesn’t exist in any of their council resolutions.
The sub county land was leased for 15 years to the Good partners -NGO, for the establishment of a dairy demonstration farm.
However, Sharon Giramiya who also resigned her executive position of Vice chairperson LCIII accused the sub county chairman for deliberately sidelining her to sit on his behalf whenever he is out of office.
Giramiya reveals that since her appointment she has never been delegated to represent their chairman but instead Mr. Okumu is delegating other councilors who do not hold executive positions in the council.
She explains that the local government acts to direct LCIII to delegate his/her deputy whenever he/she is out of office.
Meanwhile Okumu Richard, the Owoo sub –county LCIII chairperson when contacted by favor FM over the issues refuted the allegations Saying the duo are always out of their office hence making it difficult for him to delegate them.
Revealing that the resignations are politically motivated, noticing that some of them are aspiring to become the LCIII.
Okumu discloses that he is in the process of reshuffling to fix the vacancy created after the resignation of the duo.
Owoo sub-county is among the newly created sub counties in Gulu district, it was curved out from Patiko and Bungatira sub counties.
