Kilak South Member of Parliament, Hon Gilbert Olanya has graduated with a PhD in Education Planning and Management from Kyambogo University.
Hon Gilbert Olanya who earn himself a right to be called ''Dr.'' (Doctor) was among the students 5,138 students who graduated in various disciplines in a tow-day ceremony that kicked off on Wednesday and ended on Thursday.
He urged individuals holding public office without the required academic qualifications to consider returning to school in order to serve Ugandans more effectively.

A PhD (Doctor of Philosophy) is the highest academic degree, earned through extensive original research and culminating in a thesis, demonstrating deep expertise and contributing new knowledge to a field like sciences, humanities, or social sciences, rather than just the subject of philosophy.
It signifies mastery and the ability to conduct independent research, usually taking 3-4 years or more of full-time study, and qualifies one to use the title "Doctor".
