Police in Pader District, working jointly with the Uganda People’s Defence Forces (UPDF), have arrested 17 suspects in an intelligence-led operation targeting the alleged sale and consumption of opium in Pader Town Council.
The arrests followed intelligence received on October 21, 2026, indicating that a group of youths was allegedly engaging in opium smoking behind a building opposite Atimakica Guest House.
At approximately 6:30 p.m. on October 22, officers from Pader Central Police Station (CPS), supported by UPDF personnel attached to the Airfield Detachment, raided the suspected location and apprehended 17 people, including 16 adult men and one adult woman who was reportedly carrying a baby.
Among those arrested were a suspected opium vendor, identified as Rubangakene Ivan, alias “Take Off,” and his wife, Acheng Scovia.
During the operation, security personnel reportedly recovered 24 sticks of suspected opium and UGX 15,000 in cash believed to be proceeds from the alleged sale of the substance.
The items were found bundled together in a black polythene bag.
A follow-up search at Rubangakene's residence led to the discovery of a substantial quantity of suspected opium hidden inside a large khaki box.
The 17 suspects are being held at Pader CPS as investigations continue. They will undergo screening with the assistance of Local Council I chairpersons to establish the circumstances surrounding their arrest and determine each individual's alleged involvement.
Police said case files will be prepared and submitted to the Resident State Attorney (RSA) for review and legal guidance on possible charges relating to the possession and smoking of opium, depending on the findings of the investigations.
The operation forms part of ongoing security efforts to curb crime through intelligence-led policing and cooperation with local communities.
Police have urged members of the public to provide timely and credible information about suspected criminal activities, individuals involved in crime, and locations believed to be used as hideouts.
The force reaffirmed its commitment to conducting lawful operations aimed at apprehending suspected offenders and safeguarding the security of residents in Pader District.
