Opwonya Herbert Romano aka Neo Panda Jera Official is a young talented dancehall artist who hails from Northern Uganda.

Born on 29/9/2003 in Koro Ayee Palami, then Gulu District now Omoro District. He joined the music industry in 2017.

He attended schools like Koro Abili Primary school and then went to Koro P.7 P/S for his primary studies and later on joined Tertiary College Nakiribe in Kampala and Christian College in Mukono for his secondary education.
